The drain pipe could be blocked inside the bottom of the indoor fan/evaporator unit, (simple access cover), OR where it vents / empties to outside (spiders nest or similar inside the pipe)

In UK, it's always been a flat 5p charge, with most of it going to customer-nominated local community good causes. It works well, with many people still happy to pay 5p per bag, if they need to. Yes- many years ago, the newly constructed wooden log coastal footpath bridge crossing the Limnaria exit to the coast by the the Alexander the Great hotel was demolished by the force of water coming down...
