It looks like your hibiscus got not enough water and plant nutrients.

My hedge gets water every second day and I led the old dead leaves from last year to moulder away, even when it does not look very tidy....

While one can see now without all the water, how much sedimentation happened in the last 43 years since the dam was built, I wonder how much real capacity is left. I am quite sure that it is much less than originally designed with 53.350.000 m3. Perhaps if Water Authorities are quick with solutions ...
