The original headline has been misquoted by several sources. It is actually 13.4 per 1000. Written as o/oo . So a 1.34 percent increase. 864,200 on January 1 2018, rising to 875,900 in 2019. Difficult to answer. Matt AND brilliant. I used Dulux white brilliant matt a year ago. Very happy with it. However it does not glow in the dark. It is a matt finish, which I wanted. It is definitely not shiny.

I had a Toyota in the UK. Spare parts were very very expensive for it. I would think this may be driving the choice for car thieves.

Thanks for responses. I did end up buying new from Public. I had been there several times over the past few months, but also to Electroline, and Stephanis. But after much reading, the camera I decided was best for me was at Public. Thanks again. :)
