No, prior to 2003, Cyprus wasn't in the EU. Now it is, and has to abide by EU law. It will be interesting to see what happens at the ECHR. The new immigration laws also affects Commonwealth countries which means Cypriot and Maltese will more than likely lose their ease of access into the UK.
