In a sense they won't need to. As is the trend these days, multi-million properties for the well-heeled will be built nearby and these will cross-fund the investment in the marina. And moorings won't come cheap.

I've known for a long time that culling goes on there. They have no option I guess if they can't place animals in homes; you can't just keep stockpiling strays with limited resources.
