Sounds similar to the medicines available, if you are happy with the normal one then you pay the standard rate but if you want a specific one then you pay the difference?

Unfortunately, Europcar terms and conditions for example state that you must provide "a full and valid driving licence which has been held for a minimum of 12 months", so if you have exchanged your licence in that period then you need to provide a copy of your previous one. Having said all...
