Very little chance of success unless they change their enforcement regime (or lack of). I know several smaller villages where the local council currently does not collect any dog licence fees - for fear of upsetting the locals most of whom own dogs.

Would have liked to think that there was a back-up in the event of sickness or holiday at the General - but hey-ho - we are the ones that live in Cyprus out of choice.
