An interesting development, where a Govt let contract is concerned. The problem with many contractors is a seeming reluctance to interpret plans correctly. Many times they apparently get away with it.
Certainly, when the local Govt has wanted to use its own contractor, they can do a lot of damage to an Archaeological site. Thus at times Archaeologists working on the UNESCO site by the harbour have had to actively engage with local authority to try to stop them interfering because of this.
Thus it isn't surprising that left to themselves on the Akamas heritage park project, they are not following the plans properly.Probably more supervision may be advisable.
