If I recall correctly parking facing oncoming traffic is an offence under the construction and use regulations in the UK also, but had never used them myself. Same as leaving the vehicle unattended with the engine running.
I did remove the keys from a persistent offenders vehicle once after giving him some crime prevention advice on a couple of occasions which he chose to ignore. When he came running up to me to report the theft of his car keys he was furnished with the same crime prevention advice and instructed to walk the 3/400 yards in the rain to collect his keys from the nearby police office.

This is true. It's all to do with the red reflectors on the rear of the car facing the oncoming traffic in the dark, for visibility.
A friend of mine (who owned a garage and should know better) was prosecuted for this in the UK a few years back and explained it to me at the time.

Back in the day. It was part of the Highway Code if I remember correctly.
