I wouldn't hold your breath. While I was reporting my stolen cameras I mentioned in passing the windscreen people to the policeman. He seemed to be of the opinion that they were doing nothing illegal so there was nothing they could do.

Perhaps if more people do as you did though, something else will happen.

They are probably part of an illegal crime ring slave labour were they are forced into selling these wipers also looking for vehicle they can easily break into to steal valuable........The supermarkets are busy places ..........

The supermarket car parks are not public property. The police do not have the right to go into them, unless the owner (supermarket) registers a complaint.

It is an offence to tamper with a motor vehicle and it is arrestable.

I find it strange that on my travels that Sigma Bakery in Trimiklini have the sense and funds to employ a active car park attendant (admittedly there to supervise parking AND also thoughts of his health and safety as he has a reflective tabard but I feel sure he would not allow persons to tamper with vehicles) whilst the much bigger and presumably more well off supermarkets cannot or will not provide this customer care!
I suspect the windscreen wiper blades are never removed from the manager(s) vehicles.

Law 60(I)/2014, defines “begging” as a form of exploitation and the trafficking of a person for the purpose of begging is penalized under the
law and it is considered as a form of THB

IOW, a person begging as such under his own steam in private property is not breaking the law, other than trespass. OTOH, if he(she) is being exploited, the begging is illegal.
