Another mediocre year for high school exams

Exams results for the national exams have revealed another disappointing year with the average grades in modern Greek being 9.94 out of 20 and core maths just 8.58, the latter more than two and half points lower than last year....

From what I have read, State sector teachers in Cyprus are among the highest paid in Europe, yet achieve some of the worst results.
Personally, I think the blame lies squarely with the practice of promoting teachers based on their longevity of service. Promotions should be based purely on ability. Promoting by length of service assumes all teachers are equal, when everybody knows this isn't the case. We all remember the good and bad teachers who taught us. Some teachers are rubbish, others are excellent.
I think they have the same policy in other government institutions too, though I am happy to be corrected on that front. It is just daft.
