Russia and Cyprus foreign ministers call for abolition of guarantee system

Russian Foreign Minister Sergey Lavrov on Friday said the guarantee system was anachronistic and inconsistent with the modern era, and Cyprus??? sovereignty and territorial integrity could be derived from the UN Security Council itself....

You tried to make it sound as thou Russia, only used their Veto at the UN ....fact is they all do it ... as for them using it 12 times on Syria, the USA has used their veto some forty to fifty times to Israels benefit, ....so spare as the anti Russia lectures.

Just so you have some data to use in your arguments, this is the number of vetoes in the period 1945 to 2014.
USA - 77
USSR/Russia - 79
China - 10
UK - 32
France - 18
Going back to the topic, The West haven't managed to move the two Cypriot sides to a solution, so perhaps Russia can do better. The have a good relationship with both administrations so they are well placed.

.they see Cyprus on the Stratigic level..a base in the Med...the relationship is based on a perceived need of aid...Cyprus chose the EU...one day they will have to make the choice..
In other words the same as the UK sees Cyprus.

In terms of the SBAs, does our Royal Navy enjoy access to ports and anchorage in Cyprus, I wonder?

Yes they do.
Perhaps I could expand on that by saying - they use the facilities at Larnaca and Limassol as and when required.

If we were to accept your analysis of Russia's intentions, then a solution would be exactly what Russia would want. A stable, (largely) trouble free base in the Med. Much better than a issue ridden divided island as it is at the moment.
