On the paphos seafront webcam a concrete seat has appeared, when did that arrive or has it been there a while and I just have not noticed, or is it something else.

I am not the webcam expert as you mentioned, but more expert for renewable energies and Consultant for Green Air Paphos.
However the last screenshot I took from the Elean webcam showed the seat and that was 1.10.23.....
