Personally I think it is the duty of every parent in hot countries to check the equipment first.

I'm with Dominic on this..... we all know that metal gets hot in the sun.

How many times have we had that shock when we've touched a metal chair arm or brushed against the car door when it's been in the sun?

Of course, the equipment still needs to be looked after and maintained and most probably there's some kind of paint which can be used to help repel the heat out of it. But when it comes to children, the onus is still on the parent or the person in charge to take responsibility for them.... you have to be their eyes and ears until the time comes that they can do it for themselves.

They should sue the sun for heating the metal.

He probably just screamed the place down until the adults removed him because he wasn't old enough to be able to tell them what the problem was.....
