Yes, it’s open.
Coming from Peyia, turn right at Fusion/Namos and keep on that road all the way to the little white church. Keep going past the white church (with the church now on your left). At the T junction turn right and keep on that road. Eventually you come out at the entrance to Avakas Gorge. Turn left there and then sharp right to bring you up to the Last Castle. Its a bit bumpy and windy but doable. it is signposted all the way from Namos bar.
