I know somebody who has and he told me to just send a txt to the number displayed and the charge goes on your phone bill. Don't know what the txt has to say.

Yes. You send a message to number 9191 mentioning the parking lot number where you are parked. You get a confirmation and also another message when your parking time is nearly finished.

Worth to point out that the parking charge added to one’s phone bill is subject to VAT.

Hope it works better than it as done in the UK. People have been charged multiple times for parking once, it's taken ages for people to get their money back.

I guess the original query perhaps because the OP does not have a smart phone, or a smart phone with a data plan?
For those that do, the Paphos Smart Parking App is excellent. I’ve usually registered use of the space number before everyone is out of the car, and you only pay for the time used. For example last week I parked in Kennedy Square last week to pop in into Bean Haus for some fresh coffee beans. Instead of a €1, the fee for my stroll to the shop and back was €0.25c. The traffic wardens just look up that space number on their gadgets to check someone has purchased parking for a particular space.
You can add funds within the app whenever you need to, up to €10 I think, and it’s all done via JCC. I can understand those who may think it’s overkill for a fairly small town such as Paphos, but for someone who rarely carries coins, it’s extremely convenient.
