The outgoing Cabinet is set to approve an extension for two additional months of the state subsidy of part of the electricity consumption's cost which expires at the end of February. It's supposed to be an apostrophe. The sentence isn't very elegant even when displayed correctly.

rsquo menas that the character they used to represent a right single quote is not in the forum's unicode font.
I could go on but it is very boring. I keep meaning to edit the import routine but things keep getting in the way.
With regards to the elegance of the sentence itself, I would imagine it has been translated at some point from Greek. Were you to read it in Greek I am sure it would be more elegent.
