Conduent

I don't always stick to the speed limit but try (via cruise control) to always stay within the allowed 20%. Today I received a recorded delivery statement from Conduent (aka Brinks) stating the I recorded well over the limit on Demokratias last month. I guess it's possible as I had just had my flu jab at Blue Cross and might have been a bit relieved.
My question is that what I have received isn't a police ticket, it's a "mea culpa" form for me to complete and post to Conduent. What is its legal standing?
If it was a straightforward Police fine I would just pay via JCClink but this seems a bit suspicious, especially as have never seen the Conduent vans displaying the radar warning sign, as I believe they are required to by law.
Any personal experiences welcome.
