forgottten 1st instalment tax 2022

Went to my brothers to pay the second instalment of income tax for 2022. Much to our surprise we discovered that the first instalment had not been paid. This is the first time such a mistake has been made in over 20 years.
The problem now is that the declaration of estlimated income for 2022 is no longer available and he cannot make any payment for 2022 through the normal channel, Taxinet.
This is what we are doing .
1. email to tax office explaining situation and asking for their help. (so far no reply)
2. telephone the tax office if no joy with 1 above.
3. Visit the tax office if no joy with 1 or 2 above.
I wonder if any of you have any better ideas or know someone who could help, in case own efforts fail.
