I'm surprised that this product is still on the market. It's very dangerous. The above article is very long but is only a summary of the problem that this product may cause to you, to others, to consumers where it's been used et cetera. Please do not use this poison.

Interestingly, it seems as if the manufacturers have withdrawn the material safety and datasheet from their website.

Actually the original Jeyes fluid black sludge and very potent has changed to a more diluted version, presumably because of concerns as in the previous posters link.

The article seems fairly recent, January 30, 2019, so, unless you know for a fact that it applies to an older product, it must be assumed that it applies to the current one. I would suggest that it may be wise to consider the toxicity of any version.

As far as i know the change is recent within the last 12 months but someone may know different.

I have bought Jeyes Fluid from the Euro Shop in Yereskipou, though haven't needed it for a while. Certainly worth asking them.
It is certainly a very pungent smell, but very effective for disinfecting stables or kennels.
Since you use it well diluted with water, and rinse it off afterwards, I have never had any problem with using it.

Jeyes fluid can have an adverse effect on all animals and pets but in particular it is especially poisonous to cats because of the coal acid content. (See Tar acids)

Cats lack the ability to clean phenol, out of their bloodstream so when chewed, swallowed or ingested even through the skin, cats can be subject to phenol poisoning.

So the makers of Jeyes Fluid will not answer the question yea or nay, therefore, by that evasion, I assume that it is.

I wouldn't use Jeyes fluid in inside areas where small animals are concerned. Dettol is also an effective germicide. Both these must be diluted as per instructions.
Yes, if you are going to use Jeyes fluid, dilute it with water, clean the walls, floor etc with a mop or brush, rinse it off. Then leave doors and windows open until all surfaces are dry.

Used like this,I have used it on occasions, with no problems.
