Social insurance on small income.

Does anyone know anything about this subject. I am looking for facts rather then opinions.

As I understand it, social insurance is paid on ALL income, and there are no exceptions other than for people over 65. For self employed people there is a lower income level, so that the least you can pay is the contributions based on this level. The question is, what if the actual self employed income is less than the contributions paid at that level (i.e. your income is less than your compulsory social insurance contributions)? A case in point may be someone earning 50 euros, when the current basic level calls for contributions of 61.70 euros (as I understand the figures).

Obviously the best people to talk to would be the social insurance people. However, it seems prudent to get some basic information before opening what could be a can of worms.
