This article in CMail explains a lot when it comes to renewable energy used in Cyprus.

Cyprus must embrace renewables at a much bigger scale than now, in combination with electricity storage, and competitive bidding to bring prices down.....but in reality EAC tries to avoid it, again and again....

On the whole, I agree with CM 47. My own experience of how the EAC is able to delay the introduction of new environmental projects is one of persistence. I decided on a rooftop system in 2019 and started the ball rolling in December of that year. Guess what? In May 2022 I am still not connected, although I hope to be within another couple of months. It has therefore taken nearly 3 years to get this far, albeit that coronavirus problems have not helped, nor has the EAC bureaucracy, requiring the near-impossible. I suggest that many people in similar situations would have given up long ago – which is probably what the EAC wants.

Probably, the Pandemic gave EAC another excuse to delay in qetting your PV system operating
When I had my house in Kamares installed with a PV net metering system, they were in no hurry to either approve my application, or when notified it had been completed, it took them months to actually come to check and approve it before it was finally connected. This was several years before the pandemic.
Now, they are probably happy with their status quo, higher electricity prices presumably nets them higher profits...
Being an NGO has lots of advantages..and still with no competition.
