Elon Musk and Twitter

On our Facebook group we sometimes get posts like:
"I have just booked to stay at The Hotel Du Posh for two weeks in July. Can anybody tell me what it is like?"
I always wonder why they didn't ask the question before they booked.
Recently, Elon Musk, after much grandstanding, made an offer to buy Twitter. In order to do so, according to the following article, he waived rights to due diligance. IE the offer was to buy it "as is".

So what is Elon Musk up to? He is effectively booking a holiday (on a grand scale) without first finding out what the rooms are like. Let's assume he knows this. Which leads to the real question - what is he up to?
1. Trying to lower the price.
2. Trying to destabilise Twitter so he can launch an alternative.
3. Trying to distract people's attention from something else he is doing.
4. Loosing the plot.
5. Something else entirely.
