The film doesn't show the UK. Kroger is an American company.
It was shot in 2020, from what I have read.
In short the film caption is total bullshit.

But despite it not being in the UK, and in the current crisis, it still shows what stupid people will do to get extra petrol other than what goes in the tank

Yes, but the film is called "Stupid woman fills carrier bag with petrol amidst the Current UK petrol crisis".
Now WHL didn't name the film, but whoever did, was deliberately telling porkies to get some Youtube exposure.

We used to wash our hands in benzene which is an ingredient of petrol as it was an excellent degreaser but that was in the good old days, not allowed now.
