Looks like they have realised It’s maybe not a good idea to allow unvaccinated tourists to just use their flight pass as a safe pass.

I thought it meant "other closed structures relating to old people".

Given that it says prior to that you only need a SafePass, which includes the antigen test, to visit a private hospital, I would be surprised if it meant everything.

But if it did mean everything then an antigen test would still mean you could eat outside at a restaurant, to answer your question.

Bearing in mind this latest statement, does anybody have any clue how a 13 year old visitor from the U.K. will be able to move freely around shops, restaurants and other establishments in Pafos ?

She will need a pcr/RAT on day 7 and, although not officially announced yet, one every 3 days.
