You need clouds for that. We've had some over the last couple of days but other than that its been a sheet of blue.

Now if they found out how to turn the dust clouds into rain it would be a winner!

I cannot believe that this would be viable without knowing what the effects would be after the event. For example, I suggest that, where the cloud was, it would become drier and hotter – what effect would that have? It is very easy to be an unwitting sorcerer's apprentice.

We have plenty of clouds in June/July/Aug if you turn your look towards the mountains. As I have a good position were I live, like a lookout, to confirm that in the month you need the rain they are there. Not at the seasides, mostly blue skys, but in areas with forests where you want the rain...

Surely you are also removing rainfall that was going to another country perhaps to grow crops. If the air does not pass over a large expanse of water it will not pick up any more moisture so you could be creating famine in other lands
