They could have spent the money that it cost on improving their neighbours' environment, couldn't they? What a waste of carbon and nitrogen gases.

True, but some of the chemicals in fireworks are a hell of a sight worse than the gunpowder itself. Many of the colours are generated from heavy metals which remain in the atmosphere, where people can breathe them, for quite a long time.
