No police officer will be facing criminal proceedings over the apparent failure to act that allowed a serial killer to go undetected for about three years and killing five women and two children, according to a report....

I'm sure that many of us remember the facts of this grizzly case, at the time it was absolutely shocking and sickening that the police had failed in their duty to investigate all these cases of missing women and children. They should have acted much quicker and had they done so, maybe some of those women might still be alive today.
But having read the report today there now seems to be a cover up. How can the police get away scot free from a legal aspect, at least there could have been a charge perhaps of dereliction of duty and the officers who knew about it should have faced charges for their lack of care and general negligence.
