The Swiss are crazy (coronavirus)

Switzerland has 20-odd cantons, each being what they think is an independent small country with an umbrella of the Confederation to hold them together. Politically, this is a system that generally works well. From time to time, something happens which tends to exaggerate the independence of each Canton. This has happened just now:
