Flight Pass fine

To me this all seems O.T.T. If passengers don't have a computer or access to one in the last 24 hrs, in effect having paid for the flight they will be unable to fill in this form even by hand...
I wonder how many travelers intending to visit Cyprus will simply decide to go elsewhere?
When I read about passengers having had the Covid test being unable to return home, instead being bused to quarantine hotel in Agia Napa, when living in Paphos.Then the next day if the test is negative, you have to find your own way back...
People I know came into Larnaca yesterday Off a flight from Cairo. They were detained at the airport at Larnaca for over 4 hrs having had the Covid test. They were finally allowed to leave and return to their home in Paphos when their youngest child started screaming.. No mention about a flight pass needed there. Just passports, visas(I think) and a Covid test that was negative.
Apparently Cairo also has cases of Covid 19 too.
