Thats exactly what I thought too! If people are traveling without digital devices what are they supposed to do, never mind older people who may be unable to fill in an on line form electronically? Not everyone has younger members of the family to do it for them.
Very unfair and stressful, as if air travel isn't stressful enough.

Just go to a library and get it done there.
Out of curiosity, how would you book the flights without internet access? If you went to a physical shop, then the answer would be to go there again and ask them to print it out for you.

I normally book my own flights using my tablet. But filling In and sending electronically a 4 page document would be difficult for me..
