Most of what I think you’re asking is on the info pages of the FlightPass web site.
Taken from the FlightPass page, which answers one of your queries I think;
“ Passengers travelling to the Republic of Cyprus from Category C Country (either direct flight or via intermediate Countries) or have stayed/lived in Category C Country(ies) within the past 14 days before their departure to the Republic of Cyprus or they will be passengers on an international journey from Category A or B Country via intermediate Countries of Category C with an overnight stay. The following passenger groups have the right to enter in the Republic of Cyprus as well as the option to request a COVID-19 test to be carried out on arrival in Cyprus:
Cypriot citizens, permanently residing in the Republic of Cyprus and their family members (foreign spouses, their minor children and their parents).
Persons legally residing in the Republic of Cyprus
Persons allowed to enter in the Republic of Cyprus under the Vienna Convention.
Persons, regardless of nationality, having a special permission by the Republic of Cyprus Persons, as defined under the infectious Diseases (Determination of Measures Against the Spread of the Covid-19 Coronavirus disease) Decree (N.30), as amended“
I can’t see anything on the Application Process page that mentions 24 hours as a minimum.
On the FlightPass Legal declaration info page it’s says for Cat C country arrivals:
“In the case of passengers from Category C countries, the following Declarations will be additionally completed:
I am aware and accept that, in case I have chosen to perform the laboratory test COVID-19 upon my entry into the Republic of Cyprus, I will remain in a designated place indicated to me by the Republic of Cyprus, for as long as it is necessary, until the results of the laboratory test are completed and pay any accommodation costs may arise, If the test results will take a day or more to be completed, as well as transportation costs.
I am aware and accept that I will personally pay the cost of the COVID-19 laboratory test, which amounts to 60 euros, in case I have chosen to perform the COVID-19 laboratory test, upon my entry into the Republic of Cyprus.
I am aware and accept that I will be under compulsory self-isolation for 14 days, according to the instructions, and the precautionary and self-protection measures of the Ministry of Health, regardless of whether the result of the COVID-19 laboratory test is positive or negative, either at my residence or in case I do not have a residence in the Republic of Cyprus, at a place that will be indicated to me by the Republic of Cyprus”

So what will happen to UK tourists, will they also have to self isolate for 14 days after their arrival? Surely few would want to have to sign a declaration like the one above? Do they have to have a flight pass too? And if they are to be exempted then what?

I think I speak for most people why does your government stop flapping around and
Just say we don't want the Brits in then we all know were we stand save us all booking flights
And having them cancelled end of.

But we do want the (as you call them) Brits to come here.. We just don't want them to bring the virus in, when we (people of Cyprus) have had such strict measures to just about eradicate it on the island ..
All that is being asked of 'Brits' coming here is that they prove that they don't have the virus...

Stay in the UK, why do you need to go abroad this year it looks like a lot of hassle for a holiday that could be spent in beautiful Wales or Scotland, hang on a minute your not really welcome there either

Yes I agree,wish someone would make their bloody mind up!Supposed to be flying to UK on 2 nd August after six flights cancelled so far, surely what the airlines are doing re letting you book a flight and knowing full well they can't fly isn't legal?.Good luck you two!

No need for comments like that we all have to live
And a lot of us have property over there that's been locked up and probably need some maintenance

Completely agree with lin n vic. The Cypriot Government need to make their minds very quickly otherwise they will have lost what is left of the tourist season.UK people can only wait so long before they decide where to take their holidays and at the moment Cyprus are making it easy for people to decide.If they do not want UK tourists they should as lin n vic say tell us then it makes our mind up for us and who knows if someone like me who has been coming to Cyprus for 25 years may find there is more to life than Cyprus.one last thing hopefully the Cyprus Goverments dithering for whatever reasons will not lead to another Haircut! for the Cypriot people

There's no need for your comments about our government flapping around when its the fault of your government that you are in this mess in the first place. Your death rates are still up and down like a yoyo and until that is stabilised I doubt that you will be allowed in.
I don't want to go into lock down again because some irresponsible's come here on holiday and bring the virus in again.
Stay at home!
The weather is good here all the way up to January so cant you look at getting here in the cooler months, Its really hot here at the moment too hot for maintenance work.

No tourist / package holiday flights from UK to Cyprus if the programme gets pulled also means less flights bound for UK leaving Cyprus.
Could be a while before this is sorted...

I think like most people we are still a little confused with everything!
We are booked on a flight this Saturday from Luton with EasyJet. We have just spoken to them and the flight is still going ahead - so as it hasn't been cancelled we either travel or change the date at our own cost (if there is a difference in price).
We are desperate to get as we like many others on here have property that's been locked up for many months. Even is we could self-isolate that would be fine. But our interpretation of the rules is that if we arrive as a Category C arrival we will be refused entry - regardless?!
Anyone else in the same position?

You must have missed something you let the cyps returning from uni you also let cyps in from
The us so any outbreak you get is self inflicted as nobody else allowed in so don't blame us
Also when your villa has been broken into a trashed you can understand why I need to get out there
Hot or not without all this flapping around you need a pass 300 euro if haven't got one don't mind the test this I understand just need to get out and see the damage.

Your having a laugh, you've got the time to post on a forum, but cant be arsed to go on line and get a pass, stop blaming Cyprus, Cyprus is looking after the people living here, which includes thousands of expats, I suggest you look nearer home to where to pin the blame on, try your buffoon of a Prime minister for your problems in the UK, only yesterday the clown, makes wearing masks compulsory, yep four months into a pandemic, its like bringing condoms to a shower party,

We own 2 properties in Paphos and as you should be flying from Manchester on Saturday but will move it ourselves as this one wont be moved on as before 4th time original 2 April, we had a builder ready to start some extensive works but i have put that on hold they keep asking when they can start but wont to be there and i would have there will be others in the same situation, we still employ the pool cleaner and gardener and pay our bills, but the Cyprus Government seem to want to recognize.

We have had two lots of flights cancelled so far (Easter and the May) - but I don't know what else we can do.
I'm a little annoyed at EJ as they have taken a blanket approach with this flight and haven't really considered people in our position (probably most of the flight!) but in saying that it's not the airlines fault that we are in this situation globally etc. They know as much as us.
We too have continued to pay the pool cleaner, and utility bills etc and also have a tradesman lined up to start work next Monday with about 4 weeks worth of work - but like you we want to be there for when the work starts etc.
So frustrating when we have property, can isolate for a period of time if necessary...and want to spend money in the local community.
Even the 1st August feels less and less likely at the moment...

Whos the clown me or you ?, for booking flights that had zero chance of getting off the ground,
you can wait until the Government gives the go ahead for normal flights to commence,
But you can keep on booking flights, that arn't going to fly,
no mate look closer to home before blaming all and sundry.

If you really want to come to Cyprus, for whatever reason, then abide by the rules.
They are for the benefit of the general public, not just those living in Cyprus.

Bloody hell WHL give it a rest you bad tempered sod,people are only airing their points of view,if they are cleared of virus before they come over then no problem, it's ok for you as your here,but some people have very pressing needs to get to Cyprus,so good luck to them is what I say!

No your wrong I didnt let anybody in, the government did.
Wouldn't most countries want their kids back to a safe haven from the 1st and 2nd worst badly hit covid countries in the world, as far as i am aware they are tested and quarantined when they arrive, unlike the UK where anybody could waltz in through the borders.
My villa hasn't been broken into, but if your referring that yours has why have you only just mentioned it, did it happen last night?
And after this comment you made 'think you might have to get ready for the next haircut happy days Lin n vic', you will get no sympathy from me at all.
