does anyone know of a company in Paphos area the carry out independent inspection of cars befor you agree to buy one ?

I expect even though Simon Emery is a car dealer and would want you to buy one of his cars, he may help you.
If I was you I would do a search on this site for mechanics, I think a non car dealer would be your best bet.

Barry, as you only joined in May, maybe you have not been here long. However if I am wrong why not take it to a garage you have used in the past..
The last two cars I have purchased I have taken to 'My' garage and both were OK

Good reply, we have done the same when buying a used car privately, we took it to our mechanic with the seller, he put it on the ramp, checked it out, drove it for a bit, and he didn't even want any payment.

Check out the warranty - varies from dealer to dealer with regards to what is included and the length of time it is valid.

Please cheque that ALL taxes have been paid since day one or you could end up having to pay them.

Alan is correct in what he says.. IF the car is not taxed, then you could be liable for any back tax on it once you are the owner
