They aren't even hoarders. More like black market spivs.

It will take the would-be black marketeer a little while to use up all of those loo rolls - more than four thousand of them!

The super markets should take some of the blame, for allowing people to buy so much in the first place, they should of had a limit on how many, people could buy, fairer to every one.
