Driving in the EU from 1 January 2021: UK licence holders living in the EU
You must exchange your UK driving licence before 31 December 2020.

I read that after 31 December 2020, it will be up to each country to decide whether a UK driving licence can be used for a limited period, or not.

We are talking about residents, so "limited period" is moot.
