Ideally there needs to be enough space to get in/out of the car easily but not enough for people to push a trolley between the two vehicles.

No doubt the town planning dept stipulated the minimum number of parking spaces, so perhaps they were a bit pushed to meet that number, so reduced the width to meet the minimum requirement. It won't be the first time the planners have been deceived by this trick, as I know from personal experience!
