I can't work out if they were either devoid of brain or they were very clever and wanted to create a scene.
Either way, it's had an effect - whether it's the one they wanted, we shall probably never know...

No wonder the Mayor is angry! Was it a brain dead employee or some one else who did it as a prank? Or maybe someone who just wanted to embarrass the Mayor...
