There is an EU regulation giving each member state the right to demand proof that even an EU immigrant won´t become a burden on the taxpayer. I´d be very surprised if Cyprus didn´t make use of that. Why else would they ask for proof of your financial resources if you apply for an MEU1?
Im sure most of those beggers dont qualify re income, totally different story for the scum who control them.

Either they´re flying below the radar or they found a way to sidetrack the rules. According to a tv-broadcast I remember, in Germany they often claim to be self-employed (e.g. as scrap metal dealers) and make just enough to not qualify for social grants, which means they can´t be expelled.
