New health service

Post by dimsum »

Confused, ex-pat with an S1, does one assume that the 1.7 tax still applies. Regards Dimsum :?

My understanding is that if you apply using your S1 then no you do not pay the tax

Hi - A previous post by Mr Blobby on 10th April answers your question:

"Gesy re S1 holders
Post by Mrblobby » Wed Apr 10, 2019 10:03 am

We have just had this reply .

We would like to inform you that since you are an S1 holder you will not have to contribute to the General Healthcare System.
Thank you for contacting us, we remain at your disposal.

GHS Contact Centre
Health Insurance Organisation

I just thought it is best to add the question sent . this is the question my wife sent to Gesy .

“Hi , My husband and I are uk pensioners , and have our healthcare covered by the S1 . Will we have to pay to be in Gesy , or will the money that the uk pays cover it ?”

Hope that this puts your mind at rest.

Just for information - we registered online at the Gesy website and enrolled under the S1 Holder category - printed & submitted the form and sent it along with copy of S1 Form and copy of yellow slip MEU1 to Nicosia - received acceptance email about one week letter. Then chose Personal Doctor online and sent request to them to be registered as one of their beneficiaries.

Just take your time when completing the online request and hopefully all will be straight forward as we found.

It appears that I am one step ahead of Tsadaken in that I have had my request to be a beneficiary of my chosen GP accepted (2 days after applying). According to the email I received accepting my request, I must now visit that doctor to 'validate my identity'. Does anyone know what that entails, what documentation is required?

The Cyprus Medical Card

Information about the Cyprus medical card; who qualifies and how to get it...

EU citizens
EU citizens residing temporarily (less than 3 months) in Cyprus cannot apply for a medical card but are entitled to receive free or subsidised medical care or dental treatment in state hospitals by producing a valid European Health Insurance card (EHIC). Family members of the card holder are also entitled to this service. Patients are required to pay an initial registration fee to see the doctor or specialist. More details are available from the Ministry of Health As a rule, a medical card is only issued to Cypriots and EU citizens residing permanently in Cyprus. EU citizens entitled to access state healthcare should apply for their Medical Card once they have made an application for residence and received the ’yellow slip’ temporary residence visa. Medical cards are issued per family (where applicable) rather than per person. For example, a married couple will have one card between them and any children (dependents) will be included. New family additions can be added on to the medical card by producing a birth certificate at a Citizen Service Centre (grafeio politi, Κέντρο Εξυπηρέτησης του Πολίτη). In order to qualify for a Medical Card, certain conditions and criteria must be met:
Be a Cypriot citizen or EU permanent resident of Cyprus
A minimum of three years of contributions to the Social Insurance scheme prior to the application
Submission of a declaration that all tax obligations have been settled (personal income tax declaration) by the date of application
An annual income that does not exceed €15,400 for single people without dependants
A family annual income that does not exceed €30,750 for couples. This limit is increased by €1,700 for each dependant child.
People suffering from a chronic disease are eligible for a medical card providing the annual family income does not exceed €150,000
Non-EU citizens
Non-EU citizens living or working legally in Cyprus are not entitled to apply for a state medical card. They can still use state healthcare but cannot access the free or reduced rate services given to medical card holders. The Accident and Emergency Departments of public hospitals are available to anyone. A non-EU spouse of an EU citizen entitled to a medical card can be added to the medical card by producing a marriage certificate and other required documentation at a citizen service centre. Domestic workers from non-EU countries require a private health insurance policy. This is taken out by their employee as a prerequisite for visa and work permit approval.
Retirees
EU retirees living permanently in Cyprus can apply for a Cyprus medical card by producing a certificate of entitlement known as the S1 form (formerly E121). An S1 form allows access to healthcare on the same basis as a national. Two copies need to be taken to a Citizen Service Centre along with the other documentation required, One copy is sent back to the country of issue. The S1 form must be requested from the country where pension benefits are received. For example: UK citizens can request an S1 form via the International Pension Centre by calling: 0191 218 7777
Where to apply for a medical card
Citizens entitled to a medical card can apply by taking the application form and the required documentation to a Citizen Service Centre (grafeio politi, Κέντρο Εξυπηρέτησης του Πολίτη). Once issued, a card is valid for two years. When the card expires, a new application is required. Application forms are available from:
The administration departments of state hospitals
Local health centres
The Ministry of Health office
Citizen Service Centres
The Ministry of Health website
Once in possession of a medical card, a prescription book can be obtained from the registration desk of a local hospital or health centre. The prescription book (vivlío ygeías, Βιβλίο υγείας) is used by doctors to issue a prescription. Prescriptions are dispensed from the pharmacy departments of hospitals or health centres. The Medical card must be shown at all medical visits. Doctor can not issue a prescription without the ‘prescription book.’ With the application the following documents and copies must be presented: For all EU citizens:
Documents confirming the applicant's employment status (employed, retired or other)
Identity Card, passport or registration certificate
Alien Registration Card (ARC) (for all family members)
Birth certificates for minors (if applicable)
Marriage certificate (if applicable)
Divorce certificate (if applicable)
In addition to the above the following documents and copies are also required for employed or self-employed EU-citizens:
Copy of Social Insurance Account payments for all family members in employment (available from the Social Insurance Service or Citizen Service Centres)
Employer’s certificate of earnings or work contract
A copy of the last quarter’s payment receipt of Social Security contribution (Only for the self-employed)
Certified copy of the last notice of payment of income tax (if applicable) or Income Tax certificate, for all family members (except for children under 18 not in employment and people over 70 whose only income is a state pension)
EU citizens without three years of contributions to the Social Insurance scheme prior to the application should submit form E104. The E104 certificate confirms periods of insurance and employment in another EEA member country.
Unemployed EU-citizens
In addition to documents required for all EU citizens the following must be submitted with the application form:
Copy of Social Insurance Account (available from the Social Insurance Service or Citizen Service Centres)
Recent Unemployment Registration certificate from the Department of Labour
Certified copy of the last tax statement or Income Tax certificate for all family members (except for children under 18 not in employment and people over 70 whose only income is a state pension)
Declaration of expenses and cost of living
EU pensioners
In addition to documents required for all EU citizens the following must be submitted with the application form:
S1 certificate (two copies)

The S1 replaced the E121 , it is a form issued by the U.K. .

Our white Cyprus health card has E121 on it even though we used our S1 to get it . It’s just Cyprus have not caught up yet ( old stock they need to use up ;) )

I took my MEU3. Your GP will probably ask for details of your medical history too, eg blood pressure, diabetes, etc etc.

Happy in Cyprus wrote: Mon Jun 03, 2019 1:15 am Thanks. So basically the E121 is the same as the S1?
Yes it is... At first it seemed to be that the Authorities wanted a copy of your S1 or E121. But now it seems they are accepting that if you have a medical card you must have had one of these forms..

The new system worked well for me this morning. Had an appointment with the Cardiologist at 9am, so went to my GP first for a referral note.(£6). Also obtained a note from my GP for repeat prescriptions, and took it to my usual Pharmacist. Apparently you can use any Pharmacy displaying the GESY sign.

I have registered using the S1 route but noticed last week that a contribution to GESY has been taken from my bank account on some interest earned.

Have emailed GESY for clarification.

Now this is different to what was posted a day or two ago, and what we were told at a Pharmacists.
We were told the doctor sends the prescription electronically to the Pharmacist you have registered with..

Trev, your GP prints out your prescription, and you take it to the Pharmacist of your choice.
At least, that's how it works at the Iasis Hospital

Confused! Are you saying that even though you already had an appointment with a cardio, you had to get a further referral from your GP? I also have an pre-booked appointment with my cardio coming up (I have them every 6 months) and assumed that this meant I already had the referral, as it was ongoing. What would happen if I just turned up for my appointment without one?

I had an appointment with the Cardiologist at the Iasis this morning, but I had to see my GP at the Iasis first, for him to issue a referral notice. I also have an appointment with the chest specialist at the General next month. My GP has also issued a referral notice for me to see the chest specialist at the General.
This is how the Iasis system works, and I assume other hospitals will be similar. Probably best to check with your GP as soon as possible. Hope this helps.

But that is not what the Pharmacy that we usually use tells us. She says that the prescription is sent to her online and we go to collect it.. And we have also read that you have to choose and register with a pharmacy... Obviously 'one of your choice', but you then always use that pharmacy..

As far as I know we are not even registered with a GP of our choice yet :-(

Trev, all I can do is repeat myself. My GP printed a three month prescription, which I then took to the pharmacist that I have used for several years. At no time did I tell my GP which pharmacy I intened to use.

I do not think you register with a certain pharmacy , you just choose any .

And there will be an overlap period when there are paper prescriptions and electronic prescriptions , but I think there will always be paper prescriptions as a backup if systems fail .

Having received some guidance as to what documentation to provide, I now need to Know whether I visit my GP of choice during normal surgery hours or are there special times allocated to progressing the validation?
