Coronavirus: Blue Cross hospital in Paphos back in operation after no cases found

Good news for Blue Cross private hospital in Paphos as it goes back in operation after no positive cases were found there, philenews reports.

Blue Cross became on Tuesday the third private clinic in Paphos to announce a positive case among its staff.

The hospital said on Friday that it received test results taken from its staff following the confirmed case and they came out negative, and it is now in a position to resume operations.

After three days of operating only with security staff and treating only emergency incidents, it is now resuming services, it said.

New measures to be announced — reports

The government is expected to announce new measures to contain the spread of coronavirus, philenews reports citing sources.

It said these were discussed by a meeting of the ministerial committee on Covid-19 that was chaired by President Nicos Anastasiades this morning and will announced by Health Minister Constantinos Ioannou later today.

According to philenews they provide for tougher penalties for those who violate the stay at home decree and tougher rules to obtain permission to leave the house as an exception.

Earlier today, the Health Minister berated members of the public for failing to heed social distancing rules while police have booked hundreds for breaking the decree.

Private Paphos hospital closes after suspect cases

The Blue Cross private hospital in Paphos has suspended operation pending results over suspect cases of Covid-19.

It said that after routine quick tests, one patient who had been referred there from Paphos Hospital had been identified as a suspect case. Two members of staff are being investigated as part of tracing procedures by CING and they have been isolated pending the test results.

Director of Saint George and Blue Cross hospitals Yiogos Kaniklides told CNA that all staff at the hospitals have undergone the quick test. Two tested positive and samples were sent for confirmation.

The patient had been referred from the A&E of Paphos Hospital and he has been transferred to the referral hospital.

Blue Cross is not admitting any patients, is disinfecting and all staff will be tested again.

He added that once the current situation is resolved, Blue Cross will accept patients from Paphos Hospital only with confirmation they do not have Covid-19.

CNA notes that similar measures were taken last week when a doctor at the associate hospital Saint George tested positive.

Doctors: Hospitals under strain, citizens should behave responsibly

State doctors’ union Pasyki issued an announcement on Monday noting that the surge in positive Covid-19 cases is putting a strain on hospitals and call on the public to stay home to prevent the spread of the virus.

“Hospitals do not have limitless resources. We call on people to remain home and each one of them to own up to their responsibilities,” Pasyki’s president Soteris Koumas said.

Koumas noted that the situation in hospitals will be very difficult to manage and dangerous if many positive cases emerge simultaneously.

“Hospitals’ ability to cope depends on proper and timely planning and on right and timely decisions and especially on their implementation. We need to save our strength and to stock up on equipment to be able to get through this,” he said.

He also said that hospitals are barely managing at the moment: “It’s a difficult situation. We are still not ready to the extent we should have been.”

He mentioned the example of short-term care wards now emerging, that will admit patients for a short period of time.

Koumas said that doctors also fear the spread of the virus from hospital patients.

“Public hospitals, health centres and A&E are still visited by people. We need to be particularly careful as the virus appears to be spreading in the community.

“We need to keep separate the ‘clean’ incidents from suspect incidents and positive incidents and have dedicated spaces for each.”

He said that there is a limited number of beds in the ICUs of hospitals and planning is underway for more.

Protective gear for medical staff is also in short supply, he said, and staff is called to manage stock prudently.

Koumas said that 10 doctors have so far contracted the virus.

Finally he called on competent authorities to listen to doctors in the front line fighting the pandemic.

“There are difficulties in the implementation of decisions made, which we estimate is due to the fact that they are taken at a Ministerial level but then they need to be put in practice by Okypy,” he said.

“It needs to be understood that any decision made needs to be implemented and executed immediately. We can’t be having one meeting after another. We know this because — with all due respect — we are healthcare professionals who know better than some people in management,” he concluded.

Cyprus in lockdown: All the new measures

A new decree under the Quarantine Law Act was issued today by Health Minister Constantinos to tackle coronavirus .

This is the full text of the minister’s speech, as published by the PIO:

“In accordance with the powers vested in me by the Quarantine Law Act, on the basis of the Decision of the Council of Ministers dated 10 March 2020, a decree will be issued today, which defines the following:

The right of entry into the Republic without the presentation of a medical examination certificate for coronavirus applies to:

Those who have travelled abroad for medical reasons, as well as the persons who accompanied them at their departure or hospitalization.
Students who belong to “vulnerable groups” in relation to the coronavirus, in accordance with the Press release issued by the Ministry of Health, dated 16 March 2020.
Those who have travelled for medical reasons, instead of presenting the medical certificate, should hold a certificate from the local Diplomatic Missions of the Republic of Cyprus.

Those who are students and belong to the vulnerable groups should hold a special certificate which will be issued only after an evaluation of the prerequired medical certificates by a three-member Medical Council. Applications will be submitted to the e-mail address of the Pancyprian Medical Association at cyma@pis.cyma.org.cy.

If necessary, the Republic of Cyprus will charter special flights from Athens and London in order to facilitate the return of passengers, who fall under the above categories, to the Republic of Cyprus.

All those in the above categories entering the territory of the Republic of Cyprus will remain in quarantine for 14 days after their arrival, in areas designated by the State, except for persons who were abroad for medical reasons and fall under category 1 mentioned above. These persons will remain in self-isolation in order to continue, unhindered, their medical treatment.

It is understood that upon entering the territory of the Republic of Cyprus, they will undergo a mandatory examination for the COVID-19 disease, after which the provisions of the relevant medical protocol will be followed.

Furthermore, as from 31st March 2020 at 6 a.m.:

Gatherings of people at any residence are prohibited, other than of permanent residents.
Any movement of persons from 9.00 p.m. until 6.00 a.m. is prohibited, except for those holding a Confirmation of Movement of an Employee certificate (Form A).
The use of the certificate of a citizen’s movement in exceptional cases, in accordance with the provisions of Form B, is limited to only once a day, after permission has been obtained by sending an SMS message to 8998. A written declaration for the movement of citizens in exceptional cases, which falls within the provisions of Form B, shall be used only by persons over 65 years of age.

Exceptions to ‘one permission a day’ rule

The following retailers will remain closed every Sunday:

All food and beverage retailers (e.g. supermarkets, grocery stores, butchers, fish markets, bakeries, confectioneries, fruit shops, liquor stores).
It is understood that kiosks are excluded from the ban, provided that they do not market retail products.

As from tomorrow Tuesday at 6 a.m. the operation of the following services is also suspended:

Tourist and travel agencies.
Aircraft provision services, with the exception of those relating to the service of flights which are exceptionally approved by the Minister of Transport, Communications and Works as well as cargo flights.
The number of persons including the driver during taxi rides, in private cars and/or in other vehicles shall not exceed three persons.
Businesses must provide all necessary signs to ensure that there is a two metres distance between citizens both inside and outside the business (i.e. within the shops/businesses and in the queues outside the shops/businesses).

In addition, when approaching a public-accessible area, citizens should ensure that they keep a distance of 2 metres from other fellow citizens.

In addition to the decree and what I have just said, the following measures have been decided by the interministerial committee:

Increase in the fine from 150 euros to 300 euros.
Increase of controls at check points.
Utilization of neighbourhood watch officers.
Recommendations will be made to commercial banks to issue credit cards to beneficiaries based on their deposits and ways of protecting customers who withdraw cash from automatic cash points.
In order to limit the movement of those who have been identified as positive to the coronavirus and are in self-isolation, the Ministry of Health is studying ways to impose electronic home surveillance.

Pet owners can leave home without SMS

Pet owners can leave their home without SMS permission provided they stay close by, Animal Party Cyprus said on Tuesday.

In an announcement, the party said that it had contacted the Agriculture Ministry on the issue after new rules came into force at 6 am which restrict the right to exit the house to one permit a day.

Exceptions were later given, including going to the doctor or pharmacy, but no reference was made to pets, to the dismay of dog owners.

The party said that pet owners can take their pet out for a walk or for their toilet needs without having to send an SMS provided they remain close and around their house.

This is not restricted to one time a day, it added.

Pet owners must carry their ID with them.

Paphos hospital A&E shuts as nurse among positive cases

The Paphos hospital A&E department will remain closed on Wednesday as a nurse working there was among the 32 positive cases announced on Tuesday, according to CNA.

Temporary head of the hospital Dr Iosif Moutiris said he is in communication with Okypy and the Ministry of Health for further handling of the matter.

Tracing of the nurse’s contacts as per protocol is also underway.

He said that the A&E department will remain closed temporarily while disinfection of the premises will also take place.

Meanwhile the premises of the new short-term hospitalisation centre at Paphos hospital are being moved to the mental health department for staff safety reasons and to better care for suspect cases of Covid-19.

The new centre is staffed by specialised and trainee doctors.

Moutiris also said that to decongest and keep patients safe, patients from the dialysis unit at Paphos hospital will be taken to private clinics.

Paphos hospital A&E reopens after brief closure

The A&E department at Paphos Hospital has reopened after it was shut down temporarily earlier today as one nurse working there had been found positive to Covid-19, the hospital’s head Iosif Moutiris told CNA.

Moutiris said that A&E has resumed operations after all areas were disinfected.

He added that some medical professionals had to be placed in isolation and will undergo testing following instructions by the Epidemiological Monitoring Unit.

In a communication with all the staff at Paphos Hospital, Moutiris requested stricter adherence to health and safety measures, “because a staff who are safe can better perform their duties during this time”.

More medical staff among new Covid-19 cases

One medical professional from the Paphos Hospital and four from the Famagusta referral hospital are among the 58 new Covid-19 cases announced on Wednesday, CNA reports.

The Paphos case is a female doctor that had been in isolation for many days, whose husband is also a doctor. He was among the first to have tested positive to the virus and had received treatment at the Famagusta referral hospital.

Meanwhile, head of the Paphos Hospital Dr Iosif Moutiris said that the new short-term hospitalisation centre for Covid-19 at the hospital will begin operations this Saturday.

The four new cases found at the Famagusta referral hospital are from the Radiology department.

According to CNA, tracing of the contacts of the four took place this morning, with samples taken from about 20 of the referral hospital’s staff.

The radiation department has since been disinfected and within a few hours it resumed operations with the remaining staff.

Separately, Health Minister Constantinos Ioannou told state radio on Thursday morning that of those in quarantine that returned from abroad, two have been found positive to the virus so far.

He also said that there is a problem with Paphos and Aradippou where a lot of cases have been found, an issue which will be discussed today with the committee of experts advising the Ministry.
