Have you tried the leather shop down by theos at the harbour? He has a workshop upstairs so maybe able to help.

If you cannot find a shop to sell you the buckle, you could haunt the various charity shops in case they have either a belt or a handbag with suitable buckle. Then all you will need is a cobbler to attach buckle to belt.

You could try the cobbler guy on Mr Chicken St? He does other garments, besides shoes, handbags etc. Maybe he would know where to find a replacement buckle and then fit it?
