My wife being from one of the old Soviet States we tend to socialise with other ex-Soviet citizens and as far as winning "Hearts and Minds" goes with the local Cypriots, the Russians are light years ahead of both the UK and the USA. There was a Russian Military Orchestra flown in to entertain on Victory Day and we went to a festival in Limmasol staged by the Russian/Cyprus Society. Ballet and Opera performances are staged regularly by top stars plus there are countless dance schools with Cypriot and Russian children performing regularly all over the island.
Rightly or wrongly the locals believe the West let them down in 1974 while the then Soviet Union stood by them.
Given the choice.....
