I thought that people are more likely to be within the speed limit when they know the location of the speed cameras, thus making them more effective than if they weren't there in the first place. We are lucky here in china they have an intensive theory test but the practical is on a piece of waste ground with no other traffic.
they are then allowed on the road displaying a sticker in the windscreen which says that if they have no problems in that year then they are qualified drivers,however if they are involved in an accident then the term goes to 2years.
Judging by the amount of traffic and the standard of driving I am surprised anyone makes it.
Having said that I would rather drive in banging than Cairo.

In your final sentence. did you mean Beijing? Are mainland Chinese better drivers than their neighbours in Hong Kong? I have seen what goes on in Cairo,and would never drive there but previously had to drive in HK!

It is generally a cultural thing and requires a change in attitudes and mindset, akin to the changes in attitude to drink driving in the UK.
