Oh dear, Cyprus hasn't changed much in the 20+ years I've been here. They are still doing things like much of the waste disposal their own way, Though we put out our waste plastic and cardboard out every week when the municipality collects it. Plus just bagged food waste in the big green bins, plus there are a number of green points.
But on walks through the farm land and woods, many of the villages have their own rubbish dumps, often down the side of the nearest ravine. Sadly.

Right at the end the last paragraph says "The directive obliges member states to take measures to ensure that only treated waste is disposed of in landfills."

Does this mean that all rubbish collected in the dustbin wagons is treated somehow before it goes into landfill ??

I reiterate that Cyprus has blown its waste disposal to merry hell. If they had observed the recommendations made 13 years ago, this could never have happened instead of which they would have a considerable amount of clean electricity. Then, our landfill would be reduced by about 80% or more and would be totally sterile (no odour or noxious liquids, even after rain). However,…

While we're at it: how to dispose of substances which must not go to landfills? Like e.g. insecticides. I have lots of empty cartridges and don't know what to do with them.

In Cyprus old habits die hard!
No 1 pollution from heavy fuel oil used for the generators at the main power station. So heavy penalties for excess carbon emissions
resulting.

No 2 Little proper attention to the way Cyprus disposes of its general rubbish to landfill.
So more EU fines will be levied.

Is there any thing else?

Yes, e.g. the habit of littering. I´m seeing a lot of old fridges, TV sets toys, furniture etc. on the side of the road and on the fields. Not to mention plastic bags.

Yes, same old, same old. If people can dump their heavy stuff in fields, down ravines
etc, they must use mechanical transport to shift it. Many villages have a service usually organised by the Municipalities, which when asked, can arrange the collection and disposal of unwanted large items of domestic rubbish, old mattresses, washing machines, fridges etc from the premeses. So really little excuse for dumping rubbish anywhere. But as I said previously old habits die hard. Unfortunately, throwing waste out of car windows seems to be nearly endemic. More education in the schools to teach the kids to respect their countryside might help, but thats a slow process.
