Perhaps it requires a big panel stating in Greek, English, Turkish et cetera that people removing items from the conveyor are being videoed and recorded: theft will be prosecuted.

In my case, the fact was that the airport employee was not handing my watch back to me, not removing it from the tray.

It would be easy to say that he hadn't seen it.
