What the heck has the post office done to invoke Brexit? That the British Post Office did something similar, I could understand; but the Cypriot one? No! In any case, it seems to be for nearly every non--EU country.

There used to be a green Customs Declaration slip which had to be attached to parcels.
Common practice was to declare the contents as having - No commercial Value.

True, but in the past that customs declaration was a simple green coloured form which was given to you, when sending a parcel. It was produced by the post office. Nothing like the long winded and potentially confusing specimen that needs to be produced by the customer.
What will happen if the person sending a parcel doesn't have a computer and printer? Here I am thinking about a person sending a birthday gift for example. Not a company.

You don't need a printer, just the Customs Declaration Number, the PO staff look it up on their Computer...
