Unfortunately she’ll be in the “system” and will get paid eventually.

I know of people that haven’t had all of their furlough money yet from the first lockdown so there must be a huge queue of claims.

There is the social insurance payouts which take months to come through, and then there is the office which deals with benefits for people in need, people that are in genuinely in desperate times, be it financial, medical etc, but be warned, they do check to see if your genuine or not. Your friend might be eligable for some help there , the office is called ethimerias.

One business I know eventually received a payout from the government from the lockdown early last year - and used it to pay their Social Insurance. The bills don't stop coming in even when little or no business is coming in.
From comments I have read over the years, people who usually get paid benefits as their work is seasonal often didn't get any payment until February even though they stopped working the previous November - and even then had to meet strict criteria to get any payment.
