So, anyone who gets an EU passport from the TRNC, will be able to leave Cyprus for any EU country?

I think you will find that Turkish Cypriots have to apply for a ROC passport in the government area. Presently Cyprus lets Schengen visa holders enter the government controlled area even though it's not yet an official member.

The whole of Cyprus is in the EU, under a special arrangement.

Only Turkish Cypriots are eligible for ROC passports, Turkish illegal settlers and their dependants are not.
