The jail term may seem light. However, it probably means loosing his job. It certainly means loosing a months income with possible consequences on tenancy if he rents. It also means having a criminal record which reduces further employment opportunities and can have other ramifications.

Whatever you do, get private health insurance. As said above, you won't be eligible for a Cypriot health card, so you it is likely you will be going private for your needs. If something happens then you will need to be able to pay for the medical attention necessary so, i'll say it again, get health...

I would say 3300 is more than enough to fund a comfortable lifestyle. Individuals don't pay tax on income less than 19500, and most people don't pay tax as a result, so you can see 3300 is a good income. It isn't a legal requirement to use an agency, although it is obviously easier if you do. The correct term for what you call a maid/carer is Domestic Worker. If you use this term people will better understand what you mean. My suggestion is to approach existing Domestic Workers who work in your area...

The government recognise this legislation is out of date and needs modernising. In my 16 years as an owner here I'm not aware of anyone who has been prosecuted for not having a lifeguard at their pool. Has anyone else?
