In the uk, I think they charged the sewerage part as a percentage of water through the meter ( so much in....so much out) perhaps they are doing the same.

You can subscribe to Skype and get a uk phone number and also subscribe to free uk calls.....costs around 50 to 60 pound per year. Don't know the amount you are talking about, but I think if it under 35.00 you cannot pay it, it rolls over to next year.

when I have collected parcels from non european country from the PO, they have always done the calculation for VAT etc on the total cost including shipping, the same as uk businesses charge VAT on shipping when anything is purchased online.

I thought this was normal practice
